Minutes of 112th Annual General Meeting, June 11th 2007.
1: Members present were: M R Baker, A Bamford, G T Berryman, R Carver, I Chacon, B Edgell, J Fewkes,
G Jepps, J Leon, T Stacey, G Udell, M J Ward, B White, D G Woodruff. [14 members]. Apologies for absence
were received from T M Cox, R Fenton, T Ransom, C E Winch.
2: The minutes of the 111th meeting were accepted and then countersigned by the Chairman.
3: Matters Arising. [1] G Udell informed the meeting that a new trophy had been purchased for the
Vice-Presidents’ East League and had been passed on to Trowbridge CC.
[2] G Jepps noted that the 2008 WECU Easter Congress would be at Exmouth, not Bristol.

5: Treasurer’s report.
[1] In the absence of C Winch, M R Baker circulated printed copies
of the balance sheet and reported that in the year ending 26/5/07 there had been a surplus of £139.93.
[2] It was agreed that affiliation fees for 2007/8 would be unchanged i.e. remain at £7.00 for the first
team in the Henry Powell/ Charles Marsh leagues, £4.50 for each additional team and £3.50 for a team in
the Vice-Presidents League.
[3] It was noted that in 20007/8 ECF Game Fee will be 46 pence per
player per game for the Somerset League and Cup matches (one third of this internal club games.)

In view of the difficulty of raising 32 players on one day the Captain proposed to negotiate with
Devon to see if the first team and the under-150 team matches could be played on different days.

6.3 The County Correspondence Chess Match Captain
In the season 2005/6 Somerset
scored 4.5/10 in the Butler-Thomas Competition (play by email) and 5/10 Brown-Pond Competition (play by post).
Fewer players were available in 2006/7. We entered the Butler-Thomas competition only and scored 5.5/10.
6.4 Tournament Secretary gave detailed report of the 18th Frome Congress held at Selwood Middle School
on May 11th to 13th. There were 4 sections and 180 players. The Somerset trophies were won as follows:

6.5 E.C.F. Delegate gave a detailed written report covering details of Board Members
newly elected at the last ECF Council Meeting, a generous bequest to the ECF from Mr John Robinson
and arrangements for the rehousing of the National Chess Library.
6.6 W.E.C.U. Executive Delegate gave a detailed written report covering a summary of WECU financial position,
appointment of Phil Meade as Deputy President, results of the 2007 Easter Congress and arrangements for the
2008 Easter Congress.

8. Appointments.

9 Proposals on the formal agenda. These concern the estimation of grades for players
not on the ECF database.
The following proposals were agreed
9a “If a player has an Elo rating but not an ECF grade then the appropriate ECF formula should be
used to obtain an equivalent ECF grade”
Note that the current Formula for Conversion is as follows:-
[i] For national Elo ratings and for FIDE Elo ratings > 2327: ECF = (Elo-600)/8,
[ii] For FIDE ratings between 1600 and 2327: ECF = (FIDE-1250)/5.
9b “If a player is currently ungraded but has had an ECF grade in the past then the latest published grade should be used with a reduction of 5 points per year for each year missing since publication, up to a maximum of 25 points.”
9c For those not covered by 9a, 9b. “Ungraded players are deemed to be 80.” The aim of this is to help a club that has ungraded players but too few players graded under 100 to enter a team with an average grade under 100.
9d Additionally players graded under 60 are deemed to be 60. The aim of this is to prevent teams from using one very low graded player and 3 relatively highly graded players.
10 Proposals not on the formal agenda. These were agreed by those present at the meeting in the belief that they will not cause significant problems for any club not represented at the meeting. If a significant problem is caused then the Executive Committee can waive these requirements and the situation will be reviewed at the 2008 AGM.
10a Charles Marsh League. The absence of differentiation between the Henry Powell league and the Charles Marsh league was discussed. A proposal from Sedgemoor CC was agreed that “In the Charles Marsh league only one player over 150 be allowed to play in a team.”
10b Vice-Presidents League. It was agreed “there shall be an upper limit of 125 in this division.” [The upper limit of 100 on the average grade per player was confirmed after much debate].
11 Trowbridge CC asked that the League Rules should include reference to
11a The rule saying check should be included. No-one present at the meeting was aware that there was such a rule.
11b Outside interference in a game. The FIDE rules make it clear that spectators and players are not to speak about or otherwise interfere in a game. If necessary, the arbiter may expel offenders from the playing venue. In our league situation the team captains are joint –arbiters. Our SCCA rules only cover situations not covered by FIDE & ECF rules.
12 2008 AGM will be held at The Tor Leisure Centre at 7.30 p.m. on Monday 9 June. Items for inclusion in the formal agenda must be received by the secretary by 30 April.
